Zhang Hechuan visited Romania and intensive talks with many ministries and commissions, and actively promoted the root cause of cooperation projects in Romania

Zhang Hechuan, Secretary of the Party Committee and Chairman of China Railway Fourth Bureau, visited the government in Bucharest, Romania, after meeting with the government’s deputy chairman of the Social Democratic Party and Congressman Nikola Moga, and visited the local time on January 10-12. The Ministry of Finance, the Ministry of Communications, the Ministry of Innovation and Research, the Bucharest City Hall and other departments have won support from all parties for the cooperation between China Railway Fourth Bureau and Romanian state-owned enterprise INCERTRANS.
Zhang Hechuan and his party first visited the Romanian Deputy Prime Minister and Minister of Finance and Interim Development Minister Eugene Teodorovic. Zhang Hechuan introduced the investment and financing capabilities of the China Railway Fourth Bureau and the project construction management level, and learned in detail about the Romanian government procurement and PPP project operation methods, funding sources, and bidding methods.
Teodorovic highly valued the visit. He said that the Romanian government encourages the support of Chinese-funded enterprises in Romania and hopes that the China Railway Fourth Bureau can actively participate in Romania's infrastructure construction.

In the Romanian Innovation and R&D Department, Zhang Hechuan held talks with Lucian Jaoljescu, Deputy Minister of Innovation and R&D, and Sorin Kirita, General Manager of the Bucharest City Hall.
Zhang Hechuan pointed out that Romania is an important country along the “Belt and Road Initiative” initiative of China and a national market focused on by the China Railway Fourth Bureau. This year, Romania will serve as the EU's rotating presidency for the first time, which will certainly provide more opportunities for Sino-Romanian cooperation.
Lucian Jaoljescu and Sorin Kirita detailed the specific situation of potential cooperation projects and expressed their good wishes for the cooperation prospects of both parties.
In recent years, the China Railway Fourth Bureau has further accelerated the pace of “going out” and the scale of overseas markets has continued to expand.
Yavan high-speed rail first beam pedestal smoothly installed
As the first high-speed railway in Indonesia, the Ya (Gada) Wan (Long) high-speed railway, connecting 150 kilometers to the Indonesian capital Jakarta and the fourth largest city of Bandung, has a maximum design speed of 350 kilometers per hour. The construction section of the China Railway Fourth Bureau is 30.7 kilometers long. The project started construction in January 2016. The construction content mainly includes the special bridge, station, motor train section, prefabrication and erection of box girder. On November 4, 2018, Indonesia, the first beam pedestal of the Yawan High Speed Rail was successfully installed.
Eseklintu Industrial Park Project under construction
The Ethiopian Klinku Industrial Park is located approximately 15 kilometers south of the capital, Addis Ababa, and covers an area of 279 hectares. The project started construction in February 2017. The construction contents include field level, earth and stone, roads, bridges, pipelines, greening, administrative buildings and auxiliary buildings, municipal power and communication supporting projects.
△Panama Canal Authority ACP Project
The Panama ACP project is the first project of a Chinese-funded enterprise in Pakistan after the establishment of diplomatic relations between China and Pakistan. The project is located next to the Panama Canal in Panama City. The comprehensive industrial area under construction of the China Railway Fourth Bureau covers an area of 7,300 square meters, including 7 buildings including the administrative building, the supervision building, the restaurant and the locker room building. There are 4 open-type materials and parking areas of about 2,300 square meters. Hydropower, communications, hardening and enclosing of the field. Construction started in December 2017. At present, the pile foundation, cap platform, ground ring beam, shed parking area and backfill construction have been completed.
Angola Benguela Power Supply and Home Connection Project Tower
The Angola Power Household Project includes the Power and Home Connection Project in Benguela Province of the Republic of Angola and the Power and Home Project in Huila Province. Construction started on September 12, 2016. At present, Cartoon Bella Station and Falta Substation have power transmission conditions.

The Angola North Kwanza Highway is located in Kwanza Norte Province, Angola, with a total length of 61.9 km. The damage of the existing road asphalt pavement is very serious. The reconstruction of the road was undertaken by the China Railway Fourth Bureau. The modified asphalt pavement has a width of 9 meters and a total structural thickness of 45 cm. The project started construction in December 2016.
Angola Mbanza Congo City Water Supply Project renderings
The Mbanza Congo City Water Supply System Strengthening Project was officially started in February 2017. The project includes a pumping station, a water purification plant, a high water pool, a water pipeline and a public water connection. At present, the construction of the water pumping station and the water purification plant has basically ended. As of January 2, 2,967 households have completed the connection.
Angola Benguela Public Security Emergency Response System Center Project Rendering
The Benguela Public Security Emergency Response System Center project in Angola, with a building area of 2571.44 m2, consists of a two-story office building with supporting facilities and some outdoor structures. Construction began in April 2018. At present, the construction of the project has been completed, and the roads and walls of the site have basically ended.
Mongolian New International Airport Expressway asphalt pavement achieves double-passage
The Mongolian New International Airport Expressway is the country's first expressway built in accordance with China's expressway standards and is known as the "China-Mongolia Friendship Road." The total length of the expressway project of the Mongolian Ulaanbaatar New International Airport, which was built by the China Railway Fourth Bureau, is 32.227 kilometers. The main construction contents of the project are subgrade works, pavement works, bridge and culvert works, cross-over projects and greening projects. Construction started in May 2016, and the asphalt pavement achieved double-passage on October 12, 2018, marking the opening of the expressway.

Built Mongolian Development Center for Children with Disabilities
The Mongolian Disabled Children Development Center project is located in the west of Ulaanbaatar City, Mongolia. It covers an area of 20,000 square meters, with a total construction area of 15,000 square meters and a total bed of 250 beds. Construction started on September 4, 2016, and passed the acceptance of the Economic Cooperation Bureau of the Ministry of Commerce on January 4, 2019, and will be put into use in the near future.
Mauritania Nouakchott Urban Drainage Project
The Nouakchott Urban Drainage Project in Mauritania is the country's first municipal stormwater drainage project, with a focus on three rainwater harvesting pumping stations and a drainage pumping station with an displacement of 11,400 cubic meters per hour. Completed on November 30, 2018, effectively solved the problems of stagnant water in the low-lying areas of Mauritania and the hustle and bustle of the city during the rainy season.
Bangladesh Padma Bridge Railway renderings
The railway connection line of the Padrema Bridge in Bangladesh, built by the China Railway Fourth Bureau, is 37.886 kilometers long. The main engineering quantities are 9.47 million square meters of roadbed filling, 1.378 km/19 bridges, 640 pile foundations, 81 culverts and 4 stations. The total amount of bismuth is about 250,000 square meters and the steel bar is about 30,000 tons. Construction began in July 2018 and the planned completion date is December 2022.
Sri Lanka Water Technology Research and Demonstration Joint Center Project
The Sri Lanka Water Technology Research and Demonstration Joint Center project is located in Kandy, the second largest city in Sri Lanka. The total construction area is about 5,000 square meters, including scientific research complex, pilot center, expert apartment, water quality analysis platform and more than 100 sets of water treatment experimental instruments. Construction began in October 2018, and the main structure is expected to be capped in May 2019.

The Costa Rica water supply project has recently designed a water supply scale of 126 L/s (about 10,000 tons/day) and a long-term design water supply of 158 L/s (about 14,000 tons/day). The project includes three parts: water intake head, water plant and supporting pipe network. It is expected to start construction in March 2019.
